In a bowl on an electric mixer, combine flour, baking powder, baking soda and salt. Mix well.
Chop the cold butter into small slices and add to the dry ingredients. Mix the dry ingredients and butter until it looks like coarse crumbs.
Slowly add the buttermilk, lemon zest and rosemary. Mix until just combined.
Take the dough out and put in onto a lightly floured surface. Knead in 5-6 times.
Pat the dough into a circle that is about 1 1/2 inches think. Cut the circle like a pie, into 8 pieces.
Transfer the pieces onto a greased baking sheet. Melt the butter and brush the scones.If you want, you can sprinkle with some coarse salt.
Bake for about 17-20 minutes.
